缉私队队长董飞（马崇乐 饰）、队员刘伟（杨亚洲 饰）和秘书侯子良（韩炳杰 饰）截获了国宝通灵宝玉，没想到之后意外连出，先是缉私队的仓库突发大火，而后位于海湾别墅的仓库又遭到了洗劫，宝玉下落不明。缉私队副总指挥李仲春（李冀明 饰）觉得一定是内部有人在捣鬼，董飞等人均成为了他怀疑的对象。
走私集团派张喜（李良地 饰）潜入室内，处理宝玉的相关事务，他们将全部的走私物品都存放在了九魔山的山洞之中。经过缉私队的重重调查，发现张喜在内地的接头人竟然正是董飞。最终，董飞被捉拿归案，在押解的过程中，董飞打晕了负责看守的刘伟逃之夭夭。
