When Munna Bhai, a notorious gangster, meets Komal, he is immediately smitten. However, he must first confront her protective brother, Dr. Rastogi and her current boyfriend, Raja.

The film is about three close friends, each one having a different perspective about marriage. Govinda plays a divorce lawyer in the film who doesn't believe in marriage and is a Casanova of sorts. Khan plays a character for whom being in love matters most and D'Souza plays his love interest. Kapoor plays a Gujarati who believes in the system of arranged marriage and Desai plays his Gujarati wife.

When a rival steals his presentation and takes the credit for making it, a man gets fired from his job and lashes out on God for making his life miserable. However, God appears before him in human form and gives him his powers with a challenge to do better than him.
