International narcotics officer CHOI , has been demoted by his superior officer MA to local duties after partaking in bribery in the line of work. He’s assigned to a death scene investigation by YAN where the deceased, YUNG’s body had laid undiscovered for eight years, and only recently discovered by maintenance workers during the renovation of an old block of flat. Against a backdrop of the Qing era, due to his father Sung On working as a prison guard, smart and clever Sung Sai-kit has witnessed all kinds of unjust things as he has been wandering around within the prison walls since his childhood, causing him not to believe there is justice in the legal field. 第21届香港电影金像奖于2002年2月27日公布提名名单，于同年4月21日星期日晚上于香港文化中心颁发，一共颁发了19个奖项。颁奖典礼司仪为曾志伟、叶童、张达明和彭晴；典礼由电视广播有限公司取得播映权。
由本届开始，大会增设1个新奖，名为「最佳视觉效果」奖。

由广东电视台投拍的搞笑古装短剧《吉星高照之陈梦吉与三十六计》(以下简称《吉星高照》)将于2月27日19∶08分登陆广东电视台珠江频道，接棒即将停播休整的金牌短剧《外来媳妇本地郎》，以诙谐爆笑的故事情节与广东观众共贺元宵佳节。
与广东台近年推出的搞笑剧《扭计师爷陈梦吉》相比，这次播出的《吉星高照》也是以传奇状师陈梦吉为主角，但两者在剧情上没有延续关系。作为一部系列喜剧，《吉星高照》围绕陈梦吉与方唐镜斗法的民间传说展开剧情，每集带出一个计谋，36集共三十六计。
