民国时期，河北省宛平县令（王琛 饰）乃一横征暴敛、寡廉鲜耻的贪墨之徒，所谓上梁不正底梁歪，其下辖各局局长也个个使钻营求利、作奸犯科的丑恶之辈。流浪街头的小混混甄明（许冠文 饰）和贾亮（王琛 饰）潜入县长办公室意欲行窃，却只发现数本各局局长的丑闻记录。适值此时，县长被愤怒民众围殴，以致昏厥。甄、贾二人被困房中，甄明发现贾亮与县长容貌相似，便令其乔装打扮，上演一出狸猫换太子。虽则伪装被警察局周局长识破，但甄明手握这群贪官的丑闻记录，于是得以令他们言听计从，将错就错。
好不容易平息县内争端，却得知省长要来宛平县亲自过问乱党一事，心怀鬼胎的众人将如何应对？
