一九四二年上半年，日军占领了缅甸全境，印度岌岌可危，一旦失守，日军可以直趋中东，控制印度洋。缅甸的沦陷对中国战场也产生了严重的影响，滇缅公路被切断，西南的国际交通仅靠“驼峰”航线维持。因此，中、美、英三国都认为必须反攻缅甸。
