某个夜晚，貌美如花的女子体操队员姜燕燕（刘旭凌 饰）在突如其来的车祸中丧生。在此之后，市革委直属机关专职司机许大槐（赵万德 饰）投案自首，东城区人民法院初审判定许某疲劳加酒后驾驶，念起认罪态度较好，故免于刑事处分，无罪释放。该判决引起民间极大的不满，姜妈妈向中级法院院长尚勤（田华 饰）提出上诉请求。尚院长为人正直，刚正不阿，她顶住各方压力受理此案，期间更有匿名信举报许大槐并未撞人。
