子供が白昼に誘拐された。世田谷西署の警部補・川合祐介（三浦友和）と、同刑事の平田克昭（河相我聞）が捜査に向かう。祐介の到着後すぐに、電話が鳴る。父親の宮本洋一郎（浅野和之）が電話に出ると、翌日の1時に3000万円の身代金の受け渡しを要求する。息子の声を聞かせてくれと頼むが、犯人は「今、人形で遊んでいるので心配はいらない」と告げる。男なのに人形で遊んでいるのか聞き返すが、犯人はあわてて電話を切る。
身代金の受け渡しの日、犯人の誘導通り、東京の池袋、渋谷と向かい、新宿の高層ビル群にやってきた宮本。犯人はあるホテルを指定し、指定の部屋にチェックインするよう指示する。宮本が指示通りその部屋に向かうと、犯人は、指定した部屋の窓から身代金入りの鞄を投げるように指示。結果、下に落ちた鞄を犯人はさらっていった。
このホテルの構造に詳しいものが容疑者であろうと、警察は、かつてこのホテルに勤務し、今は借金にまみれている、塚越正也（渡辺航）を犯人と断定。ところが、塚越を追い詰めたところで、逃走を図ろうとした際の事故で彼は亡くなってしまう。塚越の死後、潜伏先などを当たった警察は、子供の気配がなかったことに疑問を感じる。そんな時、祐介は、最初の電話の際の、男の子なのに人形で遊んでいたということを思い出す。祐介は、塚越が付き合っている女を調べ始めるが…。
