周朝衰えて群雄割拠する戦国時代、戦禍は果てしなく続いていた。この時若き秦王政は救民救国の理想に燃えて西陬より立ち上った。紀元前二二一年、秦の中国統一は成り世界最初にして最大の帝国が誕生した。秦王は自らを始皇帝と名乗り、新たに咸陽を国都と定め、中央集権制度を確立した。全土に平和がもたらされ始皇帝の偉業は着々と進められていったが、中でも豪華を極めた阿呆宮は国民の目をみはらせた。美姫三千を越えるといわれるその中で、とりわけ朱貴児という美しい女を皇帝は愛した。燕の国の太子丹はひそかに秦への反抗の機会を狙っていたが、策をめぐらして刺客荊軻を咸陽に送りこんだ。皇帝に拝謁した荊軻は隙をうかがいかくし持った短剣を彼の胸につきつけた。しかし武人の情から、王者に相応しい最後をという所望を聞入れたために荊軻は皇帝をとり逃した。そしてたちまち武官に囲まれた荊軻は自らの胸を開き近侍の剣を受けた。計の破れた事を知った太子丹は旧王たちの軍隊を集結させて総攻撃をかけた。幾度か両軍の激突がくりかえされて連合軍は遂に壊滅、太子丹も皇帝の戦車の下敷きとなった。だが、この留守に咸陽は北域の蛮族に襲われ、阿呆宮にあった朱貴妃も敵の矢に倒れた。始皇帝の世紀の大事業、秦の国を悠久の平安におくために北方の侵入を防ぐ長城の建設はこの時から始ったのである。山も川も野もすべての上を城壁で連らねる万里の長城の建設はまさしく難工事であった。幾千、幾万もの人が狩り出され七年目を迎えてもなお完成し得なかった。この頃から国民の間に皇帝の暴政に対する不満の声がふつふつとして湧いてきた。儒学者于越は、若い儒生万喜良たちを集めて激しく政治の腐敗を説いた。丞相李斯は法令を出して一切の書物を焼き払い、儒学者を捕えて生き埋めにしてしまった。李斯はまた、捗どらない長城工事に人柱を立てることを進言し妻の孟姜女との新婚の夜に捕えられ今は工事の使役にかり出されている万喜良が引き出された。夫が長城に埋められていることを覚った姜女は長城への長旅に出発した。難渋を重ねて彼女はとうとう長城に到達したが、そこに待っていたのは盗賊たちの群だった。あわや暴行されようとした時、屈強の若者が飛出して危急を救ってくれたが、彼こそかつて皇帝が政王であった頃の少年旗手李黒の成長した姿であった。幼な心に残る皇帝の姿がまことか、人民の怨嗟の的の皇帝が真実か、この目で確かめようと李黒ははるばる訪ねてきたのだった。万喜屍之処と刻まれた六角堂に姜女は頬ずりするように崩れた。姜女が城壁におのれの額も砕けよとばかり打ちつけると、突如大音響と共に大地震が起り城壁はどうとばかり崩れ落ちた。姜女処刑の場に現れた皇帝は、そこにかつての李黒少年を見出して万感胸迫る思いであった。李黒は民の声を聞いてほしいと訴え、姜女の助命を乞うた。李黒の身に代えてもという激しい嘆願に皇帝は遂に女を許した。爆発する大群衆の歓呼の中に、姜女は我と我が胸を貫いていた。この時、反乱軍の襲撃が告げられた。平和は破れ再び戦いが始まったのだ。十数年の夢をかけて完成した世界最大の長城にひとり立つ孤独の始皇帝。立ちつくすその胸に、再びあの偉大な夢が沸々と湧き起ってくるのだった。（大映七〇ミリ）
