A group of 7 thieves decides to rob a huge amount of money from a heavily guarded palace. Problem arises when one of them turns Gaddaar (traitor) and runs away with all the looted money. His other 6 accomplices trace him for a year and finally with the help of Raja, a small time crook, come to know that he is hiding in Himachal Pradesh. As the group reaches the traitor's hideout to confront him, circumstances and greed leads to a bloodbath, while the true identity and motive of Raja also gets revealed.

Singh is a farmer and lives a poor lifestyle along with his wife, and two sons, Ram and Laksman. The region is drought stricken, while in contrast there is plenty of water being pumped to bath the dogs of Thakur Vikram Singh. When Ram decides to divert some water for their parched fields, Vikram kills his father. An enraged Ram goes to avenge his death, manages to kill Vikram's brother, but is seriously injured, loses his memory and ends up with a gang of bandits and is renamed Thanedar Singh as he was dressed in the clothes of a police inspector. Lakshman gets separated from his mother and is found near a river bank by Police Commissioner Bhalla, who adopts him. Years later the two brothers are fated to meet again albeit as strangers and mortal enemies as Lakshman is a incognito CBI Officer, while Ram is dreaded bandit Thanedar Singh who is unable to recall his childhood, and loses control whenever he hears the sound of a water-pump.

They bring along a false husband of Neelu who carries her off into the clutches of Prem Chopra the illegitimate half brother of Sameer. His love interest betrays him and he gets killed. His girlfriend and her dead husband who is actually alive and playing possum to get insurance money try to kill Neelu as she has witnessed Prem chopra's murder. Everything gets resolved in the final climax based on a novel of the same name. The film has many twists and turns.
