报纸男“盖茨”奥田宏明和伙伴们的行动在社会上引起极大震动之后，许多模仿犯层出不穷，似乎都决心要凌驾法律之上对社会的种种不公予以责罚。某天，一名穿着法官服的预告犯在网上出现，他名叫佐久间英司（东山纪之 饰），真实身份竟然是西东京法院的审判长。此外另有田渕勇 三（橋本さとし 饰）和冲菜启子（市川实日子 饰）两人充当他的帮手。他们将涉嫌有罪之人带到网络法庭，现场直播审判过程，并且邀请民众投票来判定被审判者有罪与否。有的蒙冤之人得以昭雪，有的逍遥法外之徒遭到了非法律手段的惩罚……
本片为根据筒井哲也的漫画原作（全3卷）改编的电影的联动作品，时间线设在电影版故事的一年之后。
