太平洋戦争では、日本軍の戦いをもう一つの戦いが支えていた。ラジオ放送による「電波戦」。ナチスのプロパガンダ戦に倣い「声の力」で戦意高揚・国威発揚を図り、偽情報で敵を混乱させた。行ったのは日本放送協会とそのアナウンサーたち。戦時中の彼らの活動を、事実を元にドラマ化して放送と戦争の深い関わりを描く。

狼蘇り信仰を軸に「狼煙が呼ぶ」「破壊の日」「全員切腹」の3作からなる「狼蘇山」シリーズを発表してきた豊田。その新章とも言える「生きている。」は、和歌山・新宮の神倉神社で毎年2月に行われる伝統の火祭り・御燈祭り（おとうまつり）にインスパイアされた作品だ。祭りに松明を持って現れた男が騒動を起こす18分の物語がつづられる。

本作は、劇団東京乾電池に所属する劇作家・演出家の加藤一浩による3本の演劇戯曲を原作とした短編連作集。三宅唱と森岡龍が助監督として参加した「ムーンライト下落合」では久々に再会した友人2人に加瀬亮と宇野祥平が扮した。また「約束」では金に困っている様子の兄弟を渋川清彦と柄本時生が演じ、「フランスにいる」では、画家とそのモデル役で加藤と高良健吾が出演。3本すべての撮影を四宮秀俊が担当した。
