明治45年，新日本进入高速发展时代。实业家涉泽荣一（勝新太郎 饰）请来阴阳师平井保昌（平幹二朗 饰）以及物理学家寺田寅彦（寺泉憲 饰），请求他们安抚因叛乱而被杀的平将门的怨灵，并借助这股灵力推行“东京改造计划”，试图自此建立一个武备完全的军事帝都。然而神秘的魔人保宪（嶋田久作 饰）却扰乱了涉泽的计划，他企图唤醒平将门的怨灵，进而摧毁东京。为达目的，加藤找到平将门的后裔——美丽的少女辰宮由佳理（姿晴香 饰）充当灵媒。一时间阴风阵阵，愁云密布，东京危在旦夕。为了保护帝都，上至军人政客，下至作家文豪纷纷行动起来……
本片根据荒俣宏同名原著小说的1~4卷改编。

昭和39年，民政党现任总裁寺田政臣（久米明 饰）战胜最大对手酒井和明（神田隆 饰），获得连任，双方为此投入总计近40亿日元的选举金。选举后数日，隶属寺田派的星野官房长官的秘书西尾拜见有金融王之称的商人石原参吉（宇野重吉 饰），明确表示希望石原帮寺田派弥补竞选后留下的两亿日元欠款。石原断然拒绝后，请日本政治新闻社社长古垣（高桥悦史 饰）调查幕后之事。
调查得知，九州福流川水库正在招标，星野康雄（仲代达矢 饰）意欲让曾为民政党贡献大笔政治献金的竹田建设中标，而负责招标的电力建设公司亦另有打算。石原的介入揭开了虚伪政治背后的丑恶一面……

When an American is murdered in a Japanese inn, Tokyo police detective Munesue follows the trail of the killer to New York. There he is joined by a New York City detective named Shuftan and together they sort out the crime.

After a series of chance meetings a shiftless motorbike enthusiast Ko begins a romance with a carefree girl Miyo, after teaching her to ride. When Miyo proves herself a biker prodigy Ko begins to fear that she is destined to crash. Shéa Le Poidevin and Rafi James star in Obayashi's magnum opus.

Harada is a successful scenario writer, and his best buddy has just announced an intention to propose to Harada's ex-wife. Recovering from the shock, Harada indulges in melancholy, mainly on his failure as a husband and father, and goes to a 'Rakugo' show, where a friendly man in the audience invites him home. Harada is puzzled at the strong resemblance of this man and his wife to his own parents, who were killed nearly 30 years ago when he was twelve.
