2002年4月IREM在PS2上推出的《绝体绝命都市》以大地震为游戏背景，以保住性命为游戏目的，卓越的游戏性获得了广大玩家的好评。续作《绝体绝命都市2：冰冻的记忆》将于2006年2月发售。这次的舞台背景则是被大雨淹没的都市，玩家的目标仍然是保住性命。
游戏所在的富坂市是一座具有极高知名度的城市，作为“首都分散计划”之一，这座城市里开始建设地下都市“Geo City”。“Geo Project”计划是在地下挖掘巨大的地穴，有效的利用紧张的土地资源，建设新的都市。因为这项计划，富坂市开始迅速发展扩张，转型为巨大的地下都市。2010年12月某日，在最近几日的大雨中，富坂市举办了“Geo City”建设完成的聚会，这个大型聚会就在地下设施的多功能大厅盛大召开。就在聚会进入高潮之时，富坂市中央的的羽代河突然决堤，巨大的水流淹没了城市中的所有地点。连日创记录的豪雨使得地盘松散，因而终于陷落。地下水河河川的水同时像瀑布般用来，整个都市淹没于洪流之中。在大水中，很多建筑物纷纷倒塌，地下都市的机能陷入瘫痪。在聚会现场有作侍应生的大学生、有被怀疑杀害哥哥的女子大学生还有其他各式各样的人们，他们拼命的想要逃离灾难生存下来。
作准备了多名主角，玩家可以挑选其中一位过关。不管选择哪位主角，时间线都是一致的。22岁的篠原一弥是大四学生，在富坂市兼职当侍应生，现在还没有决定就职的地方。21岁的藤宫春香是篠原一弥的伙伴，她在富裕的环境中长大，不过对于用钱解决一切的父亲非常抗拒。20岁的佐伯优子也是一个大学生，前往富泽市内的高级公寓探望哥哥时发现的却是尸体，其后她被警方认定是杀害哥哥的疑犯，因而被关进拘留所。在灾难中她趁着混乱打开了手铐。
