经过多年努力，黄浩文（黄柏文）终于升任重案组督察一职，并拥有一个幸福美满的家庭。在一次围剿匪徒马骝行动中，文遇上了为求破案不顾后果的Michael（周文健），对其办案手法极之不满，连飞虎队队长李Sir（李修贤）亦直斥其非，谁料二人竟被安排成为拍档。透过马骝的口供，他们得知大圈帮头目汉（吴毅将）正策划一次大行动，并备有重型军火。果然，汉与两名匪徒不畏警方的严密监视，毅然照原定计划进行械劫行动，并与警方展开激烈枪战，激战中，文不幸被汉轰中头部身亡；匪帮逃至一间戏院，并挟持一小孩作人质，李Sir率领飞虎队员运用飞虎队战术，与匪帮展开一场火并的围捕行动。
