Andrey, the owner of a construction company, has to turn to an official he knows for help in order to win a government tender and avoid bankruptcy. Everything is ready to meet the "dear" guest, but as soon as he crosses the threshold, everything goes awry from the very first minute.

Since childhood, the operative Gosha Kotov dreamed of becoming as cool as his legendary father, who died in the line of duty back in the 1990s. At first, Gosha does not really succeed in catching criminals, because he is a coward, but by the will of circumstances, an infected dog bites him, and the guy becomes a werewolf — incredibly strong and dexterous, with an acute sense of smell and hearing. But what remains unchanged in Gauche is his keen sense of justice. From that moment on, he begins to actively fight crime, as well as solve his personal problems.

The film takes place in the late 90s. The main character undertakes to organize a competition for young musicians. Who should become the winner of the competition, decided in advance. The performances are attended by unknown musicians representing a variety of musical genres and trends. They have different views on both life and music. Of course, the competition does not go as planned.
