The Stranger comes across some bad guys trying to kill a Japanese emissary for a very important scroll. Before the emissary dies, he asks The Stranger to return the scroll to Japan. Once there he finds himself stuck in the middle of two rival clans and decides to play them off one against each other to free the town.

The third movie following the exploits of bounty hunter Shikoro Ichibei. The theft of almost a half ton of gold from the shogunate's official mine threatens to bankrupt the government of Japan. Despite a desperate search the gold has not been found, causing officials of the Tokugawa bakufu to call on their most skillful secret agent, Shikoro Ichibei.

高知县中央警察署刑警片山元，在乘火车押送犯人的途中为救护一名叫桃子的女人，使犯人乘机逃跑，片山元因此被警察署解雇。职业介绍所介绍他去一家酒吧跑堂。不料在那里又遇到桃子。桃子想去“来来轩”帮工赚钱，想请片山元当保人。片山元答应了。酒吧经营者户崎心黑手辣，是黑社会组织“山梨组”的头目。“山梨组”的大头目山梨刚造，是个颇具侠义心肠的老式人物，他对片山元很赏识。一天片山元接到警察署长植田的电话，要他加人“山梨组”，设法侦察与大阪毒品走私杀人案有关的线索。桃子被解雇了，她深深地爱上了片山元。山梨刚造知道片山元是警察，想利用他粉碎户崎等人走私毒品的阴谋。片山元与走私犯接头混战，警察赶到逮捕了走私犯。但片山元不幸负伤住院。被调往另一警署工作。桃子决定回大阪找到他并和他在一起。
