A lawsuit filed by former Commissioner Thomas Donlon alleges that the NYPD’s Community Response Team was a “rogue” unit that answered “only to City Hall.” The complaint draws extensively from ProPublica’s reporting.
Despite a long-standing court order, the NYPD didn’t audit thousands of stops made by its Community Response Team, which has a history of unconstitutional policing and has drawn hundreds of civilian complaints.
ProPublica previously found the unit often sidestepped oversight.
