Sato Tomoko leads an ordinary life with her husband and young child. One day, she defies the rules at the company where she works part-time to supplement the household income, and is fired. Tomoko is in her 40s, a high school dropout and has no qualifications. How is she to get a job? She happens to find out about the huge pay and high winning rate of members of the city, townand village councils through a TV programme. Equating huge pay with family happiness, the foolhardy Tomoko quickly decides to run for the city council. Her rival in the election race is Todo Makoto, who comes from a long line of politicians. Hirata Kazumi, a former star political journalist at a newspaper and a friend whose child attends the same nursery school, is inspired by Tomoko’s energy and ability to unify people, and becomes her supporter.

Inami and Tamaru work at the Public Security Mobile Investigation Unit Special Investigation Team, a team made up of specialists with different expertise. Inami tackles criminals with showy maneuvers, while Tamaru corners criminals with cool calculation. Together, the team tackles terrorists, new religious cults, military spies, secret narcotics organisations and complicit politicians.

However, after facing wartime Japan’s harsh realities and losing everything, she becomes a judge with her legal knowledge and dedicates herself to establishing the family court. She stands passionately for the hardships that politics and economics cannot solve.

Mikuri and Hiramasa both work and share housework duties. They have peaceful days together. One day, Mikuri learns that she is pregnant. They decide to marry, but they soon face problems. Mikuri suffers from pregnancy sickness and Hiramasa decides to take a paternity leave before an important project is finished. The couple experience unfamiliar situations involving childbirth and rearing. They go through difficult times.

昭和４年(1929)、日本初の女性専門に法律を教える学校ができます。そこへ集ったのは、当時の日本のどこにも収まれない、溢れ出す何かを抱えた女性たちでした。この物語の主人公・猪爪寅子も、そんな収まれない女性。周囲から“魔女部”と陰口を叩かれた女性だけの学び舎で、彼女たちは自らの道を切り開くため法律を学んでいきます。
昭和13年(1938)、卒業生から日本初の女性弁護士が誕生します。寅子もその一人として日本中から注目され憧れの的になります。しかし弁護士として意気揚々と世に出た彼女たちを待ち受けていたのは、戦争へと突き進んでいく日本でした。法学という社会に羽ばたく翼を得たはずが、それを使える場は急速に消えてしまいます。
昭和20年（1945）、焼け野原に立つ寅子は全てを失っていました。明日生きるため頼れるのは、かつて学んだ法律だけ。彼女は裁判官になることを決意。戦争で親を亡くした子どもや苦境に立たされた女性たちのため、家庭裁判所の設立に奔走することになります。
そして、寅子はついに裁判官になります。彼女とその仲間たちは、政治でも経済でも解決できない、追いつめられた人々の半径5メートルの世界を見つめ、その苦境から救うため情熱をもって向き合っていきます。

東京・台場のホテルスタッフとして、千鶴（米倉涼子）は、ある日、ソウルへ単身赴任している兄（仲村トオル）を訪ねるが、マンションで死体となった兄と対面する。警察は自殺と断定するが、納得できない千鶴は殺人事件として調べ始める。調査中、同じく他殺とにらんで動いていた韓国人刑事テジン（チ・ジニ）と出会う。千鶴と刑事は互いに悪印象を抱くが、共に捜査にあたる。捜査していくうちに、善良だったはずの兄が密かにアシスタントの女性と不倫旅行していたことが判明する。千鶴と刑事は不倫相手の居場所を突き止めて利川に会いに行き、兄が浮気旅行をした確証を得てしまう。兄の正体をなじる刑事、そして傷つく千鶴に韓国特有のソナギ（夕立）が降ってくる。
そこで千鶴は今まで抑えていた悲しい感情が一気に押し寄せ、刑事の胸で号泣する。事件を独断で捜査するテジンに上司は停職を言い渡し、彼の将来を気遣う千鶴は捜査の終了を懇願する。2人は何者かに脅され、他殺であることを確信するが、事件は迷宮に入ってゆく･･･。
