Businessmen arrange the early release from prison of Togawa, serving time for taking revenge on the truck driver whose carelessness confined Togawa's sister, Rie, to a wheelchair. They want Togawa to hijack an armored truck loaded with 120 million yen; their leverage is to promise him money for surgery for Rie. Togawa consents and plans the heist with three others. The plan is solid, but it doesn't go smoothly. Togawa must improvise, there are traitors somewhere, and double-crosses mount. 平安時代中期[1]を舞台に、ほぼ同時期に朝廷に対する叛乱を起こした平将門・藤原純友の生き様を描いた。主人公の将門と、その従兄弟である平貞盛から愛されるものの、両者の戦いに巻き込まれて惨殺されてしまう薄幸の姫君・貴子を吉永小百合が演じた。『真田風雲録』で知られる劇作家・福田善之が脚本を執筆、ここでの将門は、まず民衆が存在して、公などはずっと後からやって来たものだ、などと檄を飛ばすなど（こうした台詞は原作にはない）、反乱の歴史的位置付けを自ら意識した主人公である。
将門の勇敢さと真面目ぶり、貞盛の世渡り上手と気の弱さ、田原藤太の冷静沈着振り、純友の豪胆さと陰謀家ぶり等、人物の造形もわかりやすく、日活の清純派として名が通っていた吉永の演じる貴子が強姦殺害されるシーンも印象的だった。また、傀儡や海賊、遊女、農民等々庶民階層の登場人物が活躍する点も注目される。
2013年現在、平安時代中期というこれまでで最も古い時代を扱った大河ドラマである[2]。原作は海音寺潮五郎の小説『平将門』『海と風と虹と』。歴代大河ドラマの中で全映像の現存が確認されている最古の作品でもある。このうち、本編の放送回の映像は長年現存しないと考えられていたが、2000年代半ばになって、全放送回の映像が収録された当時の2インチVTRが現存していることが確認された（総集編の映像の存在は早くから確認されておりVHSやDVDで商品化されていた）。発見された映像は、9ヶ月にも及ぶデジタルリマスター処理により修復された上で、全話収録の完全版DVDが2007年7月に発売されている。なお、全52回放送の作品で完全版DVDが発売されているのは本作のみであり、これは全作品で一般公開されている尺数としては最も長い。
初回放送時の最高視聴率は30.1%、平均視聴率は24.0%。

袴と日本刀を身につけた高校生がマドンナを賭けて財閥の御曹司と対決するという熱血コメディ・アクション。原作マンガのトレードマークのひとつであった、顔をぐにゃりと変化させる様を再現しているのがユニーク。
使用された特殊メイクは、上まぶたに割り箸を突っ込んで手前に広げる、口の端を思い切り広げる、正面からのショットで両方の鼻の穴から鼻血が出るという３シーン。まぶたのシーンはダミーヘッドを使用、スムーザンラバー製のまぶたを引っ張ると同時に目玉も突き出すような仕掛けになっている。口の端を引っ張るシーンは実際の歯を黒く塗り、その上にダミーの歯と伸びやすい唇のアプライエンスを貼り付けて演技しており、トム・サビーニが香港映画で行ったテクニックを再現している。最後の鼻血は鼻の頭と頬のアプライエンスで血の出るチューブを隠して撮影された。特殊メイク以外にも実物大に近いハリアー攻撃機や火を噴く身の丈３ｍの茶運び人形が登場しており、日本映画ではなかなか見られないタイプのコメディーになっている。
